The Victorian State Government appoints Greater Western Water’s board. Here you can learn more about each board member’s professional and academic background.

David Middleton

BEng, MEng, MBA

Mr Middleton became Board Chair on 1 July 2021. Mr Middleton was City West Water Board Chair from October 2015 to June 2021 and Director at Yarra Valley Water from October 2011 to September 2015.  Mr Middleton has over 30 years of industry operational and Executive experience and is currently General Manager, Water, Power & Energy at Calibre Group, a diversified engineering and construction firm.  Mr Middleton holds bachelors and masters degrees in engineering, an MBA from Deakin University and is a Graduate Member of the AICD.  Mr Middleton has held previous Board roles as Managing Director of the CH2M Hill group of companies in Australia and Chair of CH2M Beca in New Zealand.  

Maree Lang

MBA(Prof), BEng(Chem) (Hons), BCom

Ms Lang was appointed the inaugural Managing Director of Greater Western Water as at 1 July 2021. She has extensive executive-level experience across government, manufacturing and the utilities industries. She was the Managing Director of City West Water before her current appointment. Her passion for serving her community meets her commitment to creating a thriving, inclusive workplace.  In 2018, IPAA Victoria acknowledged her leadership accomplishments by listing her in their Top 50 Women in the Public Sector.

Mr Matthew Burns

AdvDip(FinServices)

Mr Burns was appointed as Director to the Greater Western Water Board in June 2021.  As a Taungurung Traditional Owner and current Chief Executive Officer of Taungurung Land and Waters Council (TLaWC), he has deep knowledge of the water sector through his associations with catchment management authorities and other water corporation boards. He is currently Elected Member of the First Peoples Assembly of Victoria; board member of the Federation of Victorian Traditional Owner Corporations and Chair of the Aboriginal Advisory Council Member at Rail Projects Victoria. He currently holds a voluntary position as Chair of Bushfire Recovery Victoria – Aboriginal Reference Group.

Mr Bruce Cohen

LLB (Hons), MComm, PhD (Pub. Pol.)

Dr Cohen was appointed as Director of the Greater Western Water Board in June 2021, and prior to this appointment has been a member of the board of City West Water. Dr Cohen has previously practised as a barrister and currently is a board member of Austin Health, principal at BKE Consulting, providing high-level economic and public policy advice. Dr Cohen has substantial public sector governance experience, having previously served on the boards of VicTrack, Melbourne Water, Snowy Hydro and VENCorp, as well as with both the Victorian Competition and Efficiency Commission and the Victorian Commission for Gambling and Liquor Regulation.

Ms Claire Filson

MBA, LLB, GradDip(CorporateGovernance)

Ms Filson was appointed as Director to the Greater Western Board in June 2021.  She is an experienced non-executive director with an extensive background in financial services, superannuation, insurance, funds management, infrastructure and property including ports, roads, rail and utilities (water). Ms Filson sits on the boards of Murray Irrigation Limited, TT Line Pty. Ltd., the Portable Long Service Benefits Authority and the Port of Hastings Development Authority.  She is also Chair of the City of Kingston Audit and Risk Committee, an independent member of the Department of Premier and Cabinet Audit and Risk Committee, and a former board Director of South East Water Corporation (2000 to 2006).

Tania Fryer

LLB(Hons), BA, MCommrclLaw, GAICD

Ms Fryer was appointed as Director to the Greater Western Water Board in June 2021 and was previously a Director of City West Water from October 2017 to June 2021.  She is experienced in technology, communications and law.  Before becoming a professional independent Non-Executive Director, Ms Fryer was an executive at Telstra.  Prior to Telstra, she was a lawyer at Allens (formerly Arthur Robinson & Hedderwicks).  Ms Fryer is also a Non-Executive Director on the boards of .au Domain Administration Ltd, Grey Innovation Group Pty Ltd (and subsidiaries) and Potential(x) Holdings Pty Ltd, a member of the State Committee JDRF Australia (Juvenile Diabetes Research Foundation), and Chair of the Women in Water Directors Network Committee.

Liza (Lisa) McDonald

Ms McDonald was appointed as Director to the Greater Western Water Board in June 2021. As Managing Director of a consultancy company, she provides comprehensive strategic, business and community engagement strategies to top-tier Australian and international businesses. She has many years of executive experience in the coordination of high-level communications and performance evaluation within the Victorian government. Ms McDonald was a member of the Lower Murray Water Board from 2015 - 2019 and Western Water from 2019, holds various qualifications in communication and negotiation and has completed the Australian Institute of Company Directors Course.

Llewellyn Prain

BA(hons) LLB(hons) FAICD

Ms Prain was appointed as Director to the Greater Western Water Board in June 2021.  She is an experienced company director and currently also serves on boards in the health and alternative dispute resolution industries.  Ms Prain has served on the board of Western Water from 2015 to the present. She has a background in law and public policy. In 2017 she completed the Williamson Community Leadership program. She is Founder and Chair, WaterAble, a network for people with disability in the Victorian water industry.

Efim Thatcher

BCom, MBA(Exec), CA, GAICD

Mr Thatcher was appointed as Director to the Greater Western Water Board in June 2021.  He is currently the Chief Financial Officer for a large building and development group, a Director of North Central Catchment Management Authority in addition to holding Director roles with private companies. He has previously held senior executive positions (including Chief Financial Officer and Chief Operating Officer) for unlisted and listed businesses in Australia, Europe, Asia and North America. His experience incorporates financial services, funds management, private equity, property and infrastructure. 

Linda White

LLB, BCom

Ms White was appointed as Director to the Greater Western Water Board in June 2021 and is an experienced industrial relations and legal professional with extensive board director experience.  Ms White currently sits on a number of Victorian Public Sector boards and committees including the Portable Long Service Leave Benefits Authority Governing Board, Melbourne Cricket Ground Trust and the Australian Centre for the Moving Image. Ms White is also currently Chair of the Chifley Research Centre and on the board of Statewide Super. She was previously an executive member of Australian Council of Trade Unions and Assistant National Secretary of the Australian Services Union.
